我按侧重的角度,the government should take the major responsibility.
an honest society must be guaranteed by the law and democracy which is regulated by our government.
An government can and must provide its legal basis for honest competetions in business,
honest functioning of government departments,
honest way in treating urban and rural constrcuction,
honest view and solution to the gap between rich and poor,
honest establishment of building a harmonious society,etc.
while our people,as individual in a society ,everyone of us,should be responsible for the self-restriction and supervision of our government's doings.
but,without government's legal and moral system working,the aim might be too hardreaching.
